I think what it comes down to is that most PvPers use PvP characters most of the time. The guys you see on observer mode are the hardcore GvG/HA players. These people generally specialize in a specific role and have been playing the game for a long time, hence they have invested a lot of time and gold to pimp out their main character. Casual players who switch role more often and/or haven't been playing the game as long tend to use PvP characters.

in my humble opinion using PvE characters is for people with too much time and too much money.

People started using PvE characters near release, when they realized it gave a significant advantage over PvPs. At the time, PvP characters only had two weapon sets and one armorset, which limited their versatility compared to PvEs.
The imbalances have since been fixed, but a lot of PvPers got into the habit of using their PvEs. Even those who don't really like PvE enjoy looking nice on Observer Mode. Asthetics are something that players from all parts of the game enjoy, not just the PvE side.
I'm curious how Arenanet will resolve this in the tournament reward system for ATs. If I unlock a weapon skin with tournament points, do I get an actual item, or is it just usable on my PvPs? If I only get one item, what happens if I customize it for my PvP characters? If it's an unlock, does that mean I have to stop using my PvEs to gain access to the item?
It seems like it would have to be both an item and an unlock to satisfy the high-end GvG crowd, but there might be other problems with that.

It seems like if you get the item too when it's unlocked, it'd be way too good. WTB crystalline sword unlock?
But yeah, I use my pve if I monk. Otherwise, I just roll a pvp char.

I generally do the same. I like looking good in PvP, but it's really hard to force myself to PvE anymore just for cool skins.
The ATS reward things sounds really interesting. Not that I expect to win a tournament anytime soon, but it does seem like a nice perk for those that do.

So I use a pve character when I play ele. Otherwise I roll someone up. I have a necro ready to go but never seem to use him. I should join rawr I guess.

I solely use PvP characters, since I am not bothered to actually work on my pve characters a lot. However, one of my two pvp slots is reserved for my PvP monk.
